Quality monitoring - an important component of the circular economy

Since 1 August 2023, the Substitute Building Materials Ordinance (EBV) has been in force, which defines the requirements for the production and installation of mineral substitute building materials (MEB) in technical structures, including for recycled building materials from construction and demolition waste (RC), soil (BM), dredged material (BG) and track ballast (GS), in a uniform and legally binding manner throughout Germany.

For quality assurance purposes, operators of processing plants (stationary or mobile) must have quality monitoring carried out for each of their mineral substitute building materials (MEB) that are to be placed on the market. Depending on the phase, this is carried out by a monitoring body (e.g. RAP Stra test centre) or an inspection body. Quality monitoring consists of three parts:

  1. Proof of suitability (EgN) by a monitoring centre with initial inspection and operational assessment (for each individual MEB)
  2. Factory production controls (FPC) by the plant operator or an inspection body commissioned by the plant operator
  3. External monitoring (FÜ) by a monitoring centre

During quality monitoring, chemical parameters are always analysed and evaluated in addition to structural parameters.

LGA expertise as the basis for quality

We are accredited as a testing laboratory in accordance with DIN EN ISO/IEC 17025 for the sampling of environmental samples by the German Accreditation Body (DAkkS) (D-PL-14256-01-00) and have a licence in accordance with §18 of the Federal Soil Protection Act (BBodSchG) as an examination centre. Our experts and samplers, who have many years of experience, are qualified to take samples of solid waste in accordance with LAGA PN98 (LAGA Notices M32) and are always up to date with the latest technology and knowledge thanks to continuous further training. We carry out quality monitoring services in accordance with the Substitute Building Materials Ordinance for soil and dredged material on behalf of the RAP Stra test centre of LGA Bautechnik GmbH.

With our quality monitoring tests, you can prove to your customers that the processing of mineral substitute building materials (RBM) in your plant is carried out in accordance with the applicable legal requirements and fulfils the quality requirements placed on them. There is then nothing to prevent the mineral substitute building materials from being used in technical structures in accordance with the specified installation methods.
